Not really. He's rated quite well. Maybe not in your circles. I always jump on this comment...when one decides whether a band or artiste is under or over rated. Totally subjective.

His lyrics are at once meaningless and profound.
And he can keep cranking out these songs forevahh!
The neighborhood teens broke up years ago, but Beck is a one band band.
Somebody has to explain to me where the magic and genius is in this guy rather than any teen playing comparable stuff with neighbors in his garage for his neighborhood.
