Thought this was Chris Smither for a moment... Very much the style of fingerpicking, and those minor-key verse chords...
The verse in this sounds extraordinarily like a Georges Brassens song. Especially the unexpected E major on the penultimate chord of the sequence.
This is one of those that I've rated somewhat higher than the average. Guess I like to hear songs like this more than most.

It's a pretty standard "folk" chord progression (e.g. ~ C-G-Am-Em-F)  The strumming style and tempo does make it sound similar to a few other songs, though, particularly the one you mentioned.
