There is never a "let's get to the bottom of that" approach with those clowns. I don't buy the untraceable bullsh*t. All Musk's whiz-kid minions need to do is to ask for reports that would aggregate the largest and most frequent chunks of payments and dig a bit into those to examine them further. But I sincerely doubt any true follow-up is planned. It's just easier to call them untraceable and call it a day.

Let's take this slow... because I know terms can get confusing.
How do you know there is $4.7T in "unaccountable" transactions?
They may not be coded, but they are in the system. They are "accounted" for... even if not correctly. Transfers of cash have 2 parties, and the government records can be used to find the "counterparties".
What you won't hear from FOX is a breakdown of the actual payments. The details can and will be identified. It's not money laundering, it's ineffective systems and processes.
For the record... I don't think anyone here thinks the government is a well-oiled machine... but it does serve a necessary purpose that you appear to either want to ignore or abandon because you don't feel like you're getting your share.
