Yeah, essentially it means "popular music". I remember over the years they would have some broad explanations of how their nominees fit the definition(s).

Zevon as a performer and composer. Maybe not enough mass commercial appeal. He was influential, though, and unique.
Willie Nelson obviously legendary, but I was wondering the same as you did about genre.
