Him being quiet recently is the more out-of-character move, probably a cynical play to preserve his standing (such as it is) (or ever was) among the Trumpstains in the GOP—but it's not the first time he's spent political capital (in this case literally, not just figuratively) promoting vaccines.
Diversions like that into "deep state" and other things that aren't generally agreed upon just separates the audience into those who'll keep listening (a few) and those who stop listening (a lot). And then, we still have a pandemic - but now no one's listening to you.
With skillful dissection, we need to understand the thing that's killing our friends, families, selves - and learn who the people are, all over the world, who have a knowledge base about the topic, and listen to them. And not create some unprovable reasons to ignore those people who spent the preceding decades learning how infections and people and medicines and immunizations work. Because they aren't Dr. Manchurian Candidates; they're working to help - and being thwarted by intentional misinformation propagated by our enemy nations, lapped up by people who think that, if they believe the contrary to what the majority think, that they're somehow smarter or more informed.

The Constitution and legal rights are pretty much irrelevant anymore. Our open southern border is proof enough of that.
The establishment / deep state has accomplished some of their long term goals. There are so many people coming in that the system can no longer handle it anymore. Those intercepted at the border aren't even being given court dates anymore. There are not enough judges and venues to properly adjudicate the transgressors. This system overload alone renders any laws meaningless, same as no more cash bail renders laws and order meaningless.
Agents are getting infected at alarming rates. Last I heard there were 100 BP agents in the RGV sector who came down with CV. The healthy patrol agents are now effectively clerks chained to desks pushing paperwork. Few are left in the field. The southern border is wide open with infected people from countries with essentially zero vaccinations are pouring in unabated. Last data I heard was that 160 different nationalities are represented by those coming in here illegally.
And these transgressors are not required to submit to any public health orders that ordinary citizens are. The rules (the few if any imposed at all) are different for them. This dichotomy is real. As long as it exists, it is hard for me to get with anything that our present government tells me to do. I am sure that I am not the only one who feels this way. No doubt you completely disagree that the above mentioned is actually happening.
What do you suggest that people who see this situation the same way, do ? Tell us that it is not how things really are ? Be obedient and submissive ? Just go along with it ? Don't rock the boat ? Trust our government and believe that is transparent, honest and functioning properly ? Believe that those in charge know what they are doing ?

I think this is potentially the most important effect. Like any wedge issue, it is highly leveraged. Of course so far we have seen people just doubling down on their denial and that is part of the danger for the republicans, how do you change course without acting like you did anything wrong?
Arizona seems to have higher percentage of 'break through' infections than other states in that list.

Can only speculate but it may be the age or more likely, age combined with lifestyle. So places where old people are still pretty cautious vs places where old people are out and about more vs places where old people are out and about and the rest of the population is not very cautious.
Another possibility is that people there are lying about their vaccination status due to embarrassment, "Of course I got vaccinated, I don't know how I caught it." The elderly are often not forthcoming about their health issues.
Or maybe it is a lot of vaccinations in aged care with low vaccination rates in aged care workers.

You'd have to crunch an awful lot more numbers to show any impact on the electoral college numbers; I doubt there is one. Of the top ten states for per capita death rate half are deep blue, and the top 4 are one-party states. You'd have to kill off an awful lot more than .3% of a state's voters to change an election trend.
