I don't know why one has a barcode on top and the other doesn't. Are the same machines used in both precincts? Is the state even involved in printing these ballots? And as pointed out below what difference does it make in a hand recount?

The preprinted barcodes identify precinct... especially in rural precincts, you get all sorts of sub-districts. Within the precinct, a local cemetery district may lap over half of it, so only half of county precinct 2-1 will vote in the Crown Hill election. Fire protection districts have their own boundaries. Irrigation districts. School districts, of course. Etc. etc. For a primary election, our county of 25k used to have to print around 80 different ballots. Once the voter has pencilled in their choices (another barcode of ovals), they all go in the same hopper (or may be sorted by precinct so there's at least a little rhyme or reason to them) If those bars are mechanically mis-aligned, the scanner will kick them out to be hand-counted.

Agree 100% that ballots in different districts, towns, counties....are printed differently. They have different people running for office. The difference could merely be to assign school districts or fire zones.

How do you certify an election without the results from these most populous counties in the state ?
You count the votes. The database may not be up to date, but the ballots are the ballots, and the people counting them (twice) have told you these are the numbers. Why do you assume they are lying? Why don't you assume people in Ohio, or Texas, or North Carolina are lying?
