This song sounds like written by somebody so desperate for inspiration that anything will go...
...or by somebody so full of himself that he thought he can work any odd idea into a song.

Well, he can't, not even Paul Simon.
The lyrics don't fit the melody and the melody itself is an incongruous mess, even for a jazzy number.
Quite a hatchet-job from an otherwise great artist.
