I think that many of us are simply too hard on Trump. 

If he sends troops to the border with Canada and uses those troops to keep Americans out of Canada, all I can say is:    Thank you Mr. President!

The temptation to play the political blame game south of the border will be overwhelming, von Hlatky said — particularly in light of the fact the United States became the international leader in coronavirus cases on Thursday, with 82,000 recorded so far.

"The response to the virus in the United States has been characterized as a bit of a disaster ... Trump is used to using fear-mongering and pointing to external threats in order to justify his actions, as opposed to focusing on what needs to be done domestically," she said.

Polarizing through sowing discord and division!
The figure of the rabble-rouser who penetrates the boundaries of local communities to instigate unrest is, of course, far from new. The “outside agitator” was central to the race- and red-baiting rhetoric deployed against civil rights protesters during the 1960s. During that  time, conservatives spread the theory that small groups of criminals, who included both white activists (many of whom were Jewish) and “deviant” Blacks, infiltrated African-American communities in both the north and the south in order to foment unrest. As then-president of the West Virginia State Bar Association, William C. Beatty put it, civil disobedience was the result of “mob action tailor made for those few malcontents who desire the total breakdown of organized society.” Often portrayed as players in a communist conspiracy, these outsiders were presented as acting not in the interests of African Americans, but to further their own ulterior motives.

Agreed.  Except it is not "very possible" but more than likely.  It is hard to buy favourable publicity like this.  Trump even has conservative politicos in this country shaking their heads in bewilderment.
