Definitely Modest Mouse, best band to come out of Issaquah, WA!  They were putting out records in the mid 90's.  None of their early stuff was anywhere near this poppy though.

I think they may be both inspired by the same bands and neither one of them all that original as it relates to the stabbing guitar riffs. But you're right, you're certainly hearing what sounds like the same band.

Not everyone rates songs. I've been a Radio Paradise listener for a few years now and only started rating a couple of weeks ago. 

P.S. It will probably be no surprise to you that I love this song :)

OK then...Graham Parker, Joe Jackson, Clash, Gang of Four...they're all in there to some extent. I'd even say I hear some Jack White, maybe others.

You could say that about 1000 other songs resembling lots of others who came before them.

None of that means it "fails". It's a decent rockin' little tune.
Just considering it as actual music, in its own right not as a "tribute" to something else, it sucks. You can draw all the parallels to whatever crappy 80's bands you want, even to the Clash, but it just fails.

Yes, very similar guitar sound.  One can also hear the influences of the other late-1970s/early-'80s artists mentioned - none of which is a bad thing really.
