There are proposed reforms meant to "improve military recruitment" including one that would require all students at federally funded schools (which can include some private schools) to complete the militaryâs entrance exam (Armed Services Vocational Aptitude Battery (ASVAB). It would not force them to enlist or involve a draft. Reinstating the draft would take an act of Congress, and as spineless as some of the members are, they still would not do that.
