That's a good compilation; I used to listen to it very often in the late '70s and early '80s.  I still have the vinyl - never found a CD version, though I a have a CD compilation of his Elektra years.
 
Finally finished it and yes this is an excellent compilation.  Well done and very listenable.  Most of it I have literally not heard for 50 years outside of the couple of obvious tracks.  Och's voice is so pleasant to listen to.  Upbeat even when the subject is grim. The liner notes are also most interesting.  Very detailed and brought back a ton of memories from back in that time and day.  Really glad that I stumbled on this one and grabbed it.

It was never released on CD

Umm, yes.  Actually, every time I drop the needle, I am recording.  Every album I've posted in this thread has been ripped.  Terabytes are cheap.  S O P is every side gets played (and ripped) at least three times.  1st pass is for setup and gets dumped.  2nd and 3rd passes are kept with the 3rd being the working master.  I've only done 3 & 4 last night.  I'll do 1 & 2 tonight.

Yes it is one of his best now that I have heard all of it now.  Girls Talk is the main song I was after.  Not necessarily after the promo pressing of the album.  Just got lucky.  One of the sweetest hooks of all time.  Huge airplay here in Cleveland.  Didn't know it was a Costello song until much later on.  This whole album is both very bluesy and hooky at the same time.  Right up my alley.  Costello's Veronica is also on my want list for similar reasons.
