I've come around to the position that it doesn't hurt. I don't like it, think it introduces weird pauses, but if your writing is sloppy enough to need it, or some other circumstance requires one, then you need to be consistent and use it always.

Well, no, I still don't like it. For nuances like these, please give the complete sentence all the way through to the period, because it affects the way my brain processes the structure. I suck at diagramming sentences.

You have it correct, but: the comma after hour has nothing to do with the ellipsis or the quote—it's closing a parenthetical. You would have a comma there no matter what.

Yep. Those rules often have to be bent or at least tweaked a little to get the feel of real people talking. Imagine how stuffy your characters would sound if all their lines had to be filtered through a grammar book. That's why literary license was invented, right?

You may be right. All I know about ellipses is what I remember from one of Scott's posts a while ago. I must have missed that day in high school (which was over half a century ago). {#Lol}

I visited some writer forums. The first ellipse is okay without any punctuation. There are no hard, fast rules about it (that, and the fiction world are brazenly setting their own rules with certain things these days, if you've ever read Cormack McCarthy...)
 
I do believe, however, that the comma SHOULD be there after the second one. Or even a period is acceptable.
