Every sorority girl has a tattoo these days.  A good friend of mine has been a tattoo artist for years and we've discussed that odd irony many times.  Most of my good friends are tattooed (some heavily), generally for different, individual reasons - not just for the sake of having tattoos.  If the tattoo image and execution are good, then that's what makes it cool.  But, yeah, corporate puppets like Adam Levine and Justin Beiber going around all tatted up just spoil any notion of them meaning "rebellion".
