Yep that is it in a nutshell.  And those that will benefit from the tax cut are anyone clearing over $200k a year.  At that rate that is MUCH more than the top 1%.  This is how Trump keeps his supporters.  They think he is great cause he is cutting their taxes and who gives a damn about those people sucking off the system?  They are all why big government is a problem in Trump supporter's eyes.  They are poor, disabled, elderly and just don't work hard enough.  (Insert pic of baby Trump in a diaper wallowing in his own shit, flipping off the world.)

From the cited article: We have set a conservative standard, leaving out many dubious statements (like the claim that his travel ban is “similar” to Obama administration policy). Some people may still take issue with this standard, arguing that the president wasn't speaking literally. But we believe his long pattern of using untruths to serve his purposes, as a businessman and politician, means that his statements are not simply careless errors.

We are using the word “lie” deliberately. Not every falsehood is deliberate on Trump's part. But it would be the height of naïveté to imagine he is merely making honest mistakes. He is lying.

Disagree.  You are the one seeing one — and only one — reason for Trump's failure to have in place the vast majority of his appointments more than 5 months into his presidency.  The numbers cited in the Bloomberg News story speak for themselves, with the comparisons to the Obama administration and the Bush administration.  The story cites several reasons for this slow pace, including procedural stalling by Democrats on appointments that require confirmation. Yet you see only one.  

As for the inside the Beltway comment, that fits right in with Trump's "drain the swamp" tripe.  You buy into Trump's schtick:  I am doing great things, and if I'm not doing great things, it is not my fault.  It is the fault of someone else, usually the Democrats, who are obstructionists.  Or it is the diabolical Deep State.  Or it is the Fake News. This game continues.

something I have been thinking lately is that Trump is not used to working hard — which, if true, would have surprised me, there are a lot of clues. He seems to prefer to wing things and disdains preparing. He does not want to read or hear a lot of details. He lacks ability to focus for very long. And he apparently watches a lot of TV.

True, but it would be a misunderstanding. The responsibility for whatever they were accountable for still exists and now it's being ignored. In a real diminution of government, there's a decision that they won't do X and then cut it from their to-do list.
That's fine, if it's thoughtful or driven by a philosophy.
