"What it's all about" seems to vary based upon who you ask, I guess. As of now, there is no direct evidence of Trump himself "colluding" with Russian officials, but there is clear evidence of his campaign staff meeting with Russian officials - whether or not that pans out to constitute collusion is a different matter. Presently, I think there is a stronger case against him for obstruction than there is any collusion.

I would define the deep state as the entrenched bureaucracy embedded with a certain political objective that benefits the welfare of the bureaucracy (public corruption) over everything else that crosses the line allowing for the means to justify the ends to insure its survival. It views elected officials as the summer help who will come and go and have little impact on their mission.
