It does seem like there are too many commas in the bolded sentences.  They hyphenated "evidence-based" in its second mention, but not the first.  Personally, I think that compound adjectives should always be hyphenated but there seems to be a growing resistance to it of late.

The mother of a child I work with always ends her sentences with exclamation points! Every sentence of every email is that way! It's hard for me to know what is so exciting or exasperating about her life that would lead her to write this way! It's also quite distracting!
