The omnibus thing is what I object to.
The appropriations necessary for the entire government make for a huge act, but it usually would not make sense to break them down into mini-appropriation bills. It is when they insert measures that have nothing to do with appropriations that it veers off course.

This something that needs to change. The practice of rolling multiple bills/appropriations into one is a fundamental problem.

I'm not in favor of any government agency giving raises, but that amount of money is likely for staffers as a cost of living adjustment for people not making much money working in the House.
What shocks me is while millions are losing jobs and businesses state and local government employees and teachers are being paid even for not working....In NJ, local government staff are being paid to stay home with their kids and not required to work at all. A family member is an aide at a local elementary school, and she's being paid to do nothing during remote learning. Nobody will address it, because it's their friends and family (and themselves) who would miss out. The lack of integrity will eventually cause things to collapse.
