Agreed.  You have to go to classes to get a permit to carry a gun.... license to fish... etc.  We all know that stuff. 
And single people can make great parents when they are not 13 or 16 years old so I wouldn't limit it to couples.
But something as important as the Next Generation should not be left alone and ignored until it is too late for so many young ones.

Free everything for everyone - non-citizens included.  Just impose about a 99% national income tax on everyone, come clean and abolish the silly 50 state thing and hand out food, drink, cable TV, soccer balls, tee shirts, etc. - you know, all those things we all have a right to.
