When it is NOT just musical review fluff, 'layered vocals' means having many different singing parts at the same time.

The singers could be singing the same lyrics in the same beat (meter), but on different notes, like a barbershop quartet; or they could be singing things that may or may not match lyrically and metrically, like the Dixie Chicks or the Indigo Girls; or it could be some other complex choral music, like Handel's Messiah.

With the invention of mutli-track recording, it is easy to have the same person sing all the parts in a single song; that's also 'layered vocals'.
