The Lower Colorado River system is similar to the Tennessee Valley system, created to reduce the catastrophic flooding that regularly happened on both rivers. Right here in Austin there were a number of dams that were entirely washed away in floods, with the concomitant property damage and loss of lives.
apparently those federal treaties didn't mention immersion. you're right: it's weird.
