Actually it probably started in WWII. The US Gov wiretapped and recorded thousands of calls between "suspicious" people without proper warrants. Pierce, a wire recorder company made special machines heavy duty enough to run 24/7 if needed and used special cartridges that were easy to swap when they ran out so they wouldn't miss much. At the end of the war all the cartridges and machines were supposed to be destroyed apparently so there would be no way to know who was recorded after the fact.
