Their assessment of NYC (#16) is partially accurate.  It is very expensive to live there and the income taxes are ludicrous*, but the commuting part is a little confusing: "torturous commute times"?  Perhaps the writers for Forbes magazine live in the pastoral environs of Connecticut or way out in Suffolk county, so maybe their commutes have "torturous" time-demands - especially if they're foolish enough to want to drive into the city.  One of the better things about NYC is how easy it is to get almost anywhere without a car - their public transit systems are actually among the best in the country, especially given the demands of moving tens-of-millions of people every day.  Most commuters going into the city probably spend less than an hour doing so - that's hardly "torturous".
However, the taxes, the noise, the cost of living - those are some of the reasons I left there after 32 years.  I really miss the food though.

*though somewhat offset by generally higher wages

Well, just Cleveland and Canton. Overall, Ohio is a very affordable place to live (especially the southwest corner), the people are super friendly, there is a great live music scene between Dayton-Cincinnati-Columbus, it's cultural (don't doubt til you've lived here), there are some wonderful beauty spots (you just gotta know where to look) nature-wise, and it's within easy driving access to a lot of other great states/nature areas.
