IIRC, "Waiting On A Friend" was an unfinished and unreleased song, recorded by The Stones in the early '70s, before Joni's Hejira album was released - though I seriously doubt she ever heard it.  I think Jagger later wrote lyrics and did the vocals for it to put on the Tattoo You album; most of that album was previously unreleased old recordings.  The intros do sound alike, but it's mostly an "added 9th" that makes that distinctive sound.
