Seems that anytime I hear a song on RP and think "This is really smooth and groovy." I look and it is Air.

I like Air.  This song is smooth and groovy.

Sounds like 4/4 to me, albeit with highly syncopated snare. In this case the bass guitar in anchoring the rhythm more than the percussion.
