IMHO, the album cover is definitely evocative of particular feelings/emotions and therefore conveys a message. At the very least the cover gets your attention and make you wonder exactly what the heck is going on here. The band name, on the other hand, I'm not as crazy about. I guess it does make me wonder what is going on with that, but it doesn't seem particularly evocative or to convey a particular emotion. I might be missing something though, so please feel free to let me know if there is more going on with this phrase than I'm currently aware of.
