I'm not a biologist but I don't think that is entirely accurate.  While they do not possess the elaborate ear mechanisms of mammals they can detect vibrations in the air.  Crickets, cicadas and others use sound to attract mates. I believe that many insects (if not most) are deaf. Not sure ultrasonics are in their range of perception ...

i had one when i had a house with a basement. it kept the mice out, but did nothing to keep the large, ugly spiders from hanging around. we GOT IT to keep the spiders away. the cats loved our little mouse visitors.....and it had different settings, so we tried using it different ways.  no change.

BUT, on the other hand, co workers have chatted about the tremendous success they have had with the ones they have tried...so i guess it just depends on which one you buy, and what creatures you want to keep from moving in with you.

It might work....but sounds unlikely to me.  The old 'too good to be true' argument.  Our local govt pest people will generally come in and sort out bee and wasp nests as long as its in your house.  Dunno about other things...
