Sorry to come off that way, I am actually in a good mood this morning. However I do believe that a lot of their leaders are fundamentalist in particular the Mullahs in the Islamic countries. What is going on in Africa is an already culturally embedded fear of homosexuality being exploited and inflamed by fundamentalist evangelicals and as noted before some of them American in origin. As far as the Hindu and Buddhist regions of India and Asia, I admit I don't know very much about what is driving them and was surprised to see these laws in place in those regions.

You must acknowledge that the pampering would not exist without the religion driving the people to believe the tripe and demanding their leaders to act accordingly. This is not just a Ugandan issue: (notice how this could also be a map for devout fundamentalist religions?)
