There weren't a lot of TA cops visible on the subways in the mid-to-late 1970s.  By around 1980 and '81 the city was able to hire more of them.  They would often get on the train for a few stops, then get off and walk around the station for a while and get on another train - mainly to have a visible presence.  Certain lines and stops almost always had TA cops on them, especially at night.  I rarely saw two together except at the big exchanges like Times Square or Grand Central. 
I can't tell which train that is - the board behind that lady doesn't show the line - that's where it would usually be written, but judging by the buildings visible out the window I'd say it's an elevated section of that line.  Oh, and mustaches were practically a part of the uniform in those days.
